Windsurf Pricing (2026): Windsurf Pro Plan, Windsurf Credits, Teams and Enterprise Pricing After the Devin Merge
If you went to windsurf.com/pricing and landed on devin.ai, nothing is broken. Windsurf is sold as Devin Desktop now, the credits you used to buy are gone, and whether you pay $15 or $20 a month depends on when you subscribed. Here is what each plan costs, what happened to your balance, and the one Teams feature that quietly moved to Enterprise.

The short answer
Windsurf now costs $0 on Free, $20 a month for Pro, $200 a month for Max, and $40 per full seat on Teams (up to 200 members) with an $80 monthly minimum, because Windsurf has been folded into Devin and those are Devin's self-serve plans. Every windsurf.com address 308-redirects to devin.ai, and the editor ships as Devin Desktop. The credit system is gone: in March 2026 Cognition replaced credits with daily and weekly token quotas, converted leftover add-on credits to spending balance at the $0.04 a credit you paid, and grandfathered existing subscribers at $15 a month on Pro and $30 a seat on Teams indefinitely. New Teams plans no longer include SSO.
Windsurf pricing plans, tier by tier
These are the self-serve plans in Cognition's billing documentation in September 2026. They are Devin's plans, and Devin Desktop, the editor formerly sold as Windsurf, is what they entitle you to on your machine. There is no separate Windsurf price list any more, which is why every third-party table still showing a standalone Windsurf grid is out of date.

Cognition's documentation says the same thing from the other side. The quota page is titled for Devin Desktop, and the self-serve billing page describes the Pro quota as covering "Devin sessions, Devin CLI, and Devin Desktop", with the Devin Desktop link pointing at windsurf.com. One subscription, three surfaces. What happened to Windsurf credits, your price and your SSO
In March 2026 Cognition retired the credit system Windsurf had always billed on and replaced it with daily and weekly token quotas. The migration rules are documented in detail, and they are the part of Windsurf pricing that actually matters if you were already a customer. Seven things changed. Six of them are in your favor.

The grandfathering is the number to remember. A subscriber who signed up before the switch pays $15 for the same Pro plan a new buyer pays $20 for, and $30 for a Teams seat that now lists at $40. Cognition's word for both is "indefinitely". That makes an existing Windsurf subscription worth protecting: cancel it and there is no documented way back to the old price.
The SSO change cuts the other way. If your security review requires single sign-on and you are buying fresh, the Teams plan cannot satisfy it at any price. That requirement now routes you to an Enterprise contract, which is a different purchase with a different timeline.
Windsurf Teams pricing: how the $80 minimum really bills
"$40 a seat with an $80 minimum" gets misread in two directions. Some buyers assume one seat costs $40 and some assume the $80 is a platform fee added on top of the seats. Neither is right. Cognition's billing documentation lays it out as a table, and the shortfall below two seats is never lost, it arrives as prepaid credit.

Past two seats it is simply headcount times $40: ten developers are $400 a month, twenty-five are $1,000, and the cap is 200 members before Cognition sends you to sales. Flex seats change the arithmetic for mixed teams, because the people who only occasionally use the agent cost nothing per month and draw from the shared credit pool instead. The catch, again, is that a flex seat does not open the editor. How the Windsurf Pro plan quota meters, which is not how credits did
Under credits, a message cost one credit however much work it triggered. Under quotas, the unit is the token, so the cost of a request depends on the model and on how much of your codebase it reads. Six documented rules govern the new meter, and two of them have budget consequences.
The unit is tokens, not prompts
Your budget is spent according to how many tokens the model uses on each request. A one-line question against a large codebase can cost more than a long question against a small one, which was never true under credits.
Free models cost nothing
Requests to free models do not count against the quota at all. Moving routine work onto the cheaper SWE family is the documented way to make an allowance last.
The daily allowance is more than a seventh of the weekly
Deliberately. It means someone working a weekend can still draw down the full week rather than losing the days they did not code.
Max has no daily cap
Max is metered weekly only. If your pattern is occasional very heavy days, that difference matters more than the size of the allowance.
Extra usage is billed at API list prices
Not at a markup, and not in credits. Priority and speed configurations such as fast model variants cost more.
Quotas never cap extra usage
Stated plainly in the docs: the limit applies to the included allowance, not to what you can spend past it. There is no ceiling on a Pro, Max or Teams bill once extra usage is running.
The two that matter for a budget are the last two. Extra usage bills at API list prices for whichever model you run, and Cognition states plainly that quota limits "never limit your extra usage". Together they mean the plan price is a floor. The only ceilings are the ones you set yourself: the auto-reload threshold and the default session spending limit under Settings and Usage. Set both before rollout.
Windsurf Enterprise pricing and the legacy credit mechanics still in force
New Enterprise contracts are billed in Agent Compute Units, so there is no list price to quote. But Cognition's usage documentation still describes a credit model for enterprise accounts that have not moved to ACUs, and the numbers in it are the ones an admin renewing a legacy contract needs.

The seat-binding rule is the trap. Credits on a legacy team plan attach to the seat, not the person, so if a developer leaves and you reassign the seat, the balance goes with it. Teams that budgeted per person rather than per seat have found that out on the invoice. The $160 default refill cap is the other surprise: it is on by default, which protects your budget and also stops auto-refill from carrying a busy month unless someone raises it.
Which Windsurf plan should you buy, or keep?
You already pay $15 or $30 a seat
Do not cancel and resubscribe
The grandfathered price is documented as indefinite, and it is 25% below the current rate. Cancelling drops you to Free at the end of the period and there is no documented route back to the old price. If you need a break, it is worth asking support before you click cancel.
You are buying Teams and you need SSO
You are buying Enterprise, not Teams
SSO left the Teams plan. There is no add-on to buy it back on a new plan, so the real comparison is a $40 seat against an ACU contract with a sales conversation attached. Price that in before you promise a date.
You have a few occasional users
Flex seats are genuinely free
Unlimited free seats that draw from the shared credit pool is an unusually generous shape. The catch is that flex seats do not include Devin Desktop, so they work for people who use the agent but not the editor.

Under credits, an untouched month had a ceiling. Under quotas plus extra usage at API list prices, it does not, and the docs are explicit that quota limits never cap extra usage. Set the auto-reload thresholds and session spending limits before you roll it out, not after.
You are a single developer on Pro
The $20 is still competitive
It is the same entry price as Cursor and as GitHub Copilot Pro, and it now buys three surfaces instead of one: the editor, the CLI and cloud sessions on a shared allowance. If you regularly hit the daily cap, Max removes it.
You want a predictable bill more than an editor
Look at a flat-priced agent
Every plan here meters something. If what you actually want is a task done and a pull request to review, a flat monthly price answers the budget question in a way a token quota cannot.
Where we fit, and where Windsurf beats us
Windsurf, now Devin Desktop, is a full editor. If what you want is to sit in an IDE with an agent beside you, tab-completing and chatting as you go, nothing on this page replaces that, and at $20 it is priced level with Cursor and GitHub Copilot Pro. The grandfathered $15 is a genuinely good deal that we would tell anyone to keep.
Agentcode is a different shape of purchase. You connect a GitHub or GitLab repository, describe a task, and the agent plans it, edits the code, runs your existing test suite and opens a pull request for a human to read. It never merges on its own, so your review rules stay exactly where they are, and it never trains on your code. It is for the tickets you can describe precisely and would rather not sit through.
It costs $29 a month, flat, billed yearly. No daily cap, no weekly reset, no extra usage at API list prices past a quota, and no seat minimum. How much does Windsurf cost?
Free is $0, Pro is $20 a month, Max is $200 a month, and Teams is $40 per full seat with an $80 monthly minimum. Those are Devin's self-serve prices, which is what Windsurf is priced as now, and Enterprise is a contract billed in Agent Compute Units.

Did Windsurf raise its prices?
For new customers, yes. Pro moved from $15 to $20 and a Teams seat from $30 to $40 when the quota plans launched. Anyone already subscribed keeps the old price, which Cognition's documentation describes as grandfathered indefinitely on both plans.
Does the Windsurf Teams plan include SSO?
Not on new plans. SSO used to be a Teams add-on and is now an Enterprise-only feature. Teams who bought the add-on before the change keep SSO under their grandfathered plan. If you need SSO today, Teams cannot give it to you at any price.
What is the Windsurf Pro plan quota?
A daily and a weekly token allowance, shared across Devin Desktop, Devin CLI and Devin sessions. Cognition does not publish the size in tokens. It publishes the shape: the daily allowance is deliberately more than one seventh of the weekly, so weekend work is not penalized.
Is there a Windsurf free trial?
Sometimes, and it is not something you can request. Cognition documents trials as a promotional offer rather than an entitlement, decided automatically, with no appeal. Anyone who has previously used Windsurf, Devin or Codeium is generally excluded, as is anyone their systems predict will not buy.
How much is extra usage on Windsurf?
It is billed at the API list price of whichever model you are running, based on the tokens that request consumes. Fast and priority variants cost more. The documentation states plainly that your plan quota never limits extra usage, so there is no automatic ceiling.
What is the difference between a full seat and a flex seat?
A full seat is $40 a month and includes its own Pro-equivalent quota plus Devin Desktop access. A flex seat costs nothing, has no quota of its own, draws from the team's shared on-demand credits, and does not include Devin Desktop. There is no separate limit on flex seats, though every member counts toward the 200-user cap.
Do Windsurf credits expire?
On the legacy credit model, monthly prompt credits reset each billing cycle and do not roll over, while purchased add-on credits do carry over until spent. On the current self-serve plans, on-demand credits roll over month to month and purchased credits never expire.
How much is Windsurf Enterprise?
There is no list price. Enterprise is contracted and billed in Agent Compute Units, a measure of agent effort that scales with the model and the inference used. How many ACUs you get is whatever your contract says, so the number has to come from their sales team.
Can two people share one Windsurf Pro subscription?
No. Pro and Max are single-user plans and Pro subscribers cannot invite members to their organization. Two developers need either two Pro plans at $20 each or a Teams plan at $40 per full seat, where the $80 minimum makes two seats the natural starting point.
