The short answer
As of July 2026, most AI coding tools bill you twice: a monthly subscription, plus a usage meter that charges for the work the tool actually does. GitHub Copilot, Cursor, Claude Code, Devin, Amazon Q, JetBrains Junie, Replit and Qodo all meter usage in some form, usually as credits, agent compute units or raw tokens. A few do not. Agentcode charges a flat fee from $29 a month with no meter, and Tabnine bills a flat per-seat price. Open-source tools like Cline and Aider have no license fee but bill your own model tokens. The number that decides your real cost is not the sticker price, it is the billing model.
Our stake, up front
We build Agentcode, and a flat bill with no usage meter is our sharpest selling point, so read this page knowing we have a reason to make metering look bad. What we have done instead of hiding that is print each vendor's actual billing model from its own pricing page, including the two other tools that also bill flat. If flat pricing did not matter to buyers, we would not have built the page.
How this was compiled
Every price and billing detail comes from each vendor's published pricing page and documentation, read in July 2026. This category changes its pricing almost monthly, so treat the dated figures as a snapshot and confirm on the vendor's own page before you buy. Where a plan mixes a flat fee with a meter, the table names both.
Three ways an AI coding tool bills you
Ignore the tier names for a moment. Underneath, every tool here uses one of three billing shapes, and the shape decides whether a busy month costs you more than a quiet one.
1. Flat
One monthly or per-seat price, and the bill does not move with how hard you use it. Easy to budget, and there is no incentive to ration the tool. Rare in 2026: Agentcode and Tabnine are the two here.
2. Metered
A subscription plus a meter: credits, agent compute units, or tokens that count against a pool. Can be cheap for light use and expensive in a productive sprint. The most common shape now, and the hardest to forecast.
3. Free, bring your own tokens
Open-source tools with no license fee, where you supply the API keys and pay the model directly. The tool is free; the running cost is a variable token bill you own and have to watch. Cline and Aider work this way.

How to keep AI coding costs predictable
Four moves, in order. The first two settle the bill before you ever compare feature lists, which is the opposite of how most teams shop and the reason so many get a surprise invoice.
1. Choose the billing model before the feature list
Decide whether your team can live with a variable bill at all. If an unexpected invoice after a busy sprint would be a problem for finance, a flat or per-seat plan is the safer default, and you can shortlist on that alone before anyone demos a feature. Flat pricing also removes the quiet tax of a team rationing a tool to protect a credit balance.
2. Ask what a busy month costs, not what the plan costs
On any metered tool, the plan price is a floor. Model the ceiling instead: take the credit or token allowance, estimate how many agent runs a productive developer triggers in a heavy week, and price the overage. Agent runs and large code transforms burn the meter fastest, so a migration month and a maintenance month can differ by several times on the same plan.
3. Set a hard cap and watch the fast-draining features
If you do buy metered, cap the spend where the vendor allows it, and track which features draw credits fastest. Reserve the metered tool for tasks that genuinely need the agent, and keep unlimited features like plain autocomplete for everyday work. The goal is to stop the meter from turning routine coding into a line item nobody approved.
4. Count the tokens on the open-source options
A free, open-source tool is not a free tool. Cline and Aider charge nothing for the software, but every model call bills your own API key, which runs roughly $5 to $30 a day per active developer depending on the model and how much you use it. That is often the right trade for a single power user, and a harder one to govern across a whole team.

Where a flat plan fits, and where it does not
Agentcode bills a flat subscription from $29 a month with no usage meter and no per-task credits. You describe a task, it plans, edits the code, runs your existing test suite, and opens a pull request on GitHub or GitLab, as many times as your plan allows, for the same monthly number. The point of the flat bill is simple: the figure finance approves is the figure they pay, whether the team ships one PR that month or fifty.
A flat plan is the wrong buy if your usage is genuinely light and occasional, because then a metered tool that charges only for what you run can be cheaper.
