Devin vs Claude Code pricing: seat costs, quotas and what a team actually pays

A Devin Teams full seat costs $40 a month on top of an $80 monthly minimum. A Claude for Teams standard seat costs $20 on annual billing or $25 monthly. On the seat line alone Claude Code is roughly half the price, and for a lot of teams that is the correct answer. But the seat line is not the bill. Anthropic publishes that a Claude Code developer in an enterprise deployment costs around $13 per active day and $150 to $250 per month once usage is counted, while Cognition sells a $40 seat that carries its own quota. Which one is cheaper depends entirely on how your organization authenticates, and that is the question almost no comparison asks.

Both figures below were read from the vendors' own documentation in August 2026. Nothing here is estimated.

The seat prices, side by side

Start with the published list prices, because they are the part everyone agrees on.

Cognition sells Devin as four self-serve plans. Free at $0 for one member. Pro at $20 a month for one member. Max at $200 a month for one member. Teams at an $80 a month minimum, with unlimited members, where each full developer seat costs $40 and flex seats cost nothing. Enterprise is quoted on an order form and billed in Agent Compute Units rather than on the quota system.

Anthropic sells Claude Code as part of a Claude seat. Pro is $17 a month billed annually or $20 monthly. Max starts at $100. Claude for Teams is $20 per standard seat billed annually or $25 monthly, with a premium seat carrying five times the usage at $100 annually or $125 monthly, and the two seat types can be mixed inside one organization. Enterprise is quoted at $20 per seat per month plus usage billed at API rates. There is no free tier at all: Anthropic states that the free Claude.ai plan does not include Claude Code access.

So for ten developers who all need full access, Devin Teams is 10 x $40, or $400 a month, with the $80 minimum already cleared. Claude for Teams on annual billing is 10 x $20, or $200 a month. Claude Code is half the money. If you stop reading here you will buy the wrong thing about a third of the time.

The part that decides it: which plan has a ceiling

The interesting difference is not price, it is what happens when a developer runs out of allowance on a Thursday afternoon.

On Devin, every paid plan and every full seat carries a usage quota that refreshes daily and weekly, and that one quota is shared across Devin cloud sessions, the Devin CLI and Devin Desktop. Past the quota, work continues and is billed as extra usage at API list prices for whichever model you are running. Cognition is unambiguous about the shape of this: quota limits, it says, never limit your extra usage. The plan price is a floor on the invoice, not a ceiling. The two controls that actually restrain it are the auto-reload threshold and the default session spending limit, both under Settings and Usage, and both worth configuring before anyone else gets an invite.

On a Claude for Teams or Enterprise plan the default is the opposite. Each member's Claude Code usage draws from a per-seat allowance that resets on a rolling five hour window and a weekly window, shared with Claude chat and Cowork, sized by whether they hold a standard or premium seat. Anthropic's own wording is the line to keep: the seat allowance is the default ceiling. To let people work past it you have to deliberately turn on usage credits, and you can then set spend limits at the organization, group or individual member level.

Read those two paragraphs together and the intuition inverts. The $40 seat is the one that stops billing surprises by default at the plan level but keeps working past its quota at API rates. The $20 seat is the one that stops the developer instead of the invoice, unless an admin opts into more. Neither is safer in the abstract. One of them puts the risk on your delivery schedule and the other puts it on your budget.

Where Anthropic's $150 to $250 figure comes from

This is the number that confuses people, and it is worth being precise about it, because it does not describe the $20 seat.

Anthropic publishes that across enterprise deployments the average cost is around $13 per developer per active day and $150 to $250 per developer per month, with costs remaining below $30 per active day for 90% of users. That figure comes from deployments where usage is billed per token to the organization, which means the Claude Console or a cloud provider like Amazon Bedrock, not from the seat plans. Anthropic spells out the split: on Teams and Enterprise plans usage draws from each member's seat allowance, while on the Console and on cloud providers usage is billed per token to your organization. If your organization mixes sign-in methods, each developer is metered according to whichever one they authenticated with.

That last sentence is the operational trap. A team can be on a tidy $20 per seat plan and still have three developers authenticated against the Console, quietly generating a per-token bill nobody budgeted. Anthropic's guidance is also blunt about relative sizing: budget more for a coding seat than a chat seat, because each Claude Code turn carries file contents, tool calls and multi-step reasoning, so one debugging session can consume more than a day of chat.

Seat maths for a real team of ten

Take ten developers, all of whom need the tool daily, on a twelve month view.

Devin Teams: ten full seats at $40 is $400 a month, or $4,800 a year, plus extra usage. The $80 minimum does not apply once you have two or more full seats. Every one of those developers gets Devin Desktop, the CLI and cloud sessions on one shared quota. If four of your ten are occasional users, move them to free flex seats and you pay $240 a month for the six full seats, but note carefully that flex seats do not include Devin Desktop access and draw entirely from the shared credit pool. Free members are free in seat cost only.

Claude for Teams: ten standard seats at $20 annually is $200 a month, or $2,400 a year, with no usage bill until you enable usage credits. If two of the ten are heavy users you can mix in premium seats at $100 each, which takes you to $1,000 a month for eight standard plus two premium. Mixing seat tiers is supported and is usually cheaper than moving everyone up.

The honest conclusion is that Claude Code is the cheaper line item at every headcount, and Devin is the more predictable one at the point of use. If your constraint is a fixed annual budget with no appetite for a variable component, the Claude seat plan with usage credits left off is the tighter instrument. If your constraint is that work must not stop mid-sprint, Devin's overrun behaviour is the one you want, and you pay for it.

What you are actually buying, beyond the number

Price is only decisive when the products are interchangeable, and these two are not.

Devin is a platform: cloud agents you delegate to from Slack, Linear or an API, a CLI, an IDE in Devin Desktop, and Devin Review for pull requests. It is the broader surface, and it is the one to buy if you want work handed off rather than assisted. The rename matters here too, because the editor half of that platform used to be sold separately as Windsurf. Claude Code is a terminal-first coding agent that attaches to the editor you already open, and it is scriptable in a way Devin's self-serve tiers are not. It also deploys inside your own AWS account on Bedrock, which is frequently the deciding factor for a regulated team. Two things to check before you sign

First, SSO. Cognition moved SSO out of the Devin Teams plan and made it Enterprise only for new customers, while teams who bought it as an add-on before the change keep it. If your security review requires SAML or OIDC, a self-serve Devin seat will not clear it regardless of headcount, and you should price the Enterprise order form instead of the $40 seat.

Second, verify the prices yourself on the day you buy, because this category moves faster than the articles about it. Both of these vendors changed their billing model inside the last six months, and one of them retired an entire pricing domain. Vendor pricing pages redirect, get renamed and sit behind bot checks, so if you track competitor or supplier pricing on any kind of schedule it is worth having something that can read a page the way a person would and return structured fields rather than maintaining a folder of brittle scrapers. For a one-off check, curl the URL and read the redirect chain before you trust a plan table.

So which one should a team buy?

Buy Claude for Teams if your developers already live in their own editor, your budget needs to be fixed and knowable, and you want the seat allowance to act as the ceiling. It is half the seat price and the default settings are the conservative ones.

Buy Devin Teams if you want work delegated rather than assisted, you need the IDE, the CLI and cloud sessions on one bill, and you would rather absorb a variable usage component than have an agent stop mid-task. Give full seats to daily users and flex seats to everyone else, but only if those flex users genuinely do not need the editor.

And consider that neither shape is compulsory. If what you want is finished, reviewable work rather than a faster way to type, an agent that takes a task against your repository, runs your tests and opens a pull request for a human to read is a third option with no quota to run down at all. That is the trade we made deliberately, and the real cost per developer of an AI coding agent is the piece that puts all three billing shapes on one page.
